Yes. For contractors with workers who belong to two or more unions, Miter supports multiple Pay Rate Groups – one per union local – and workers can be assigned a default classification within each. When a worker is assigned to a job tied to a different local than their home local, Miter applies the correct reciprocity rule automatically, routing base rates and fringe contributions to the right union funds without manual intervention. Workers can also have their classification changed at the timesheet level for one-off situations without affecting their default profile.

Miter generates Certified Payroll Reports (CPRs) in multiple formats, including the federal WH-347 and state-specific formats for CA, CT, DE, IL, MA, NY, NJ, OR, PA, RI, and WA, with full support for uploading directly to state government portals. CPRs are also compatible with third-party compliance platforms including LCPtracker. Reports pull directly from payroll data — no separate data entry is required. To generate a CPR, the job must be marked as a certified payroll job and have a Pay Rate Group assigned.

Miter uses job-based taxes to automatically determine the correct tax jurisdiction for each worker based on the job’s address. When a worker performs work in multiple states in the same pay period, Miter calculates and withholds the correct state income taxes for each state without requiring manual setup of new tax tables. If a worker enters a new tax jurisdiction for the first time, Miter alerts them to complete the required state tax form. Miter also handles all state and federal quarterly and annual tax filings across every state where you operate.

If you use Pay Rate Group Versions to manage rate changes, team members automatically use the correct rates based on each version’s effective date – no manual reassignment is needed. For split-week scenarios where a rate change falls mid-pay-period, Miter supports effective dates so the old rate applies through the last day before the change and the new rate applies from the effective date forward. Rate updates do need to be entered into Miter manually (or via CSV import) when new CBA schedules are published – the system does not automatically ingest union rate changes from external sources.

Miter calculates fringe contributions based on hours worked by default, which matches how most unions calculate contributions. Each fringe — pension, health, training, dues, annuity, and others — is configured within the Pay Rate Group at the classification level. Miter also supports fringe offsets, meaning if an employer provides a qualifying benefit (such as health insurance) that satisfies part of the prevailing wage fringe obligation, Miter can credit that benefit against the cash fringe requirement so workers are not double-paid. Fringe types can be set to apply on hours worked or hours paid, depending on how your union calculates them.
